QUALIFICATIONS
Degree: relevant PhD in archaeology or cultural heritage management
Tanzanian senior archaeologist with NEMC ESIA & Audit registration required.
Minimum six years’ cultural heritage impact assessment, surface/ sub-surface surveys and salvage excavation experience in Tanzania.
Professional experience in construction contractor cultural heritage performance oversight.
Experience in mentoring teams.
Strong communication skills, fluency in English (written and spoken) required.
Able to multitask, work independently, coordinate workloads across multiple interfaces.
Strong computer; presentation and report writing, and database management skills.
Marine cultural heritage management experience an advantage.
Fluency in English (written and spoken) required.
Experience in externally financed extractive industry project delivery an advantage.
ROLES AND RESPONSIBILITIES
Guide contractor on their cultural heritage plans according to Cultural Heritage Management Plan Contractor Control Plan.
Guides pre-construction cultural heritage survey method (Pipeline, AGI, Access Roads etc.) and monitors implementation.
Prepares and delivers cultural heritage inductions and training sessions to both Project and Contractor
Review and provide inputs to Contractor social training and competency plans.
Participate in Contractor site mobilisation readiness reviews.
Participates in Contractor meetings to address cultural heritage issues and drive performance improvements.
Guides cultural heritage consultant field resources on Chance Find Protocol implementation.
Reviews, consolidates, and reports outcomes of Project cultural heritage performance assurance.
Monitors quality and accuracy of cultural heritage reporting to identify continuous improvement opportunities.
Assures and reports Contractor and Consultant cultural heritage management performance.
Develops and tracks adherence to the agreed Project cultural heritage assurance and reporting schedules.
Refines cultural heritage assurance to support Project social performance reporting.
Prepares cultural heritage performance dashboards and data consolidation for internal and external audiences.
Consolidates all cultural heritage data, collected to date during ESIA, surface and sub-surface surveys, watching brief implementation during construction activities.
Collaborates with LSOC on intangible cultural heritage management during Project delivery.
Prepares cultural heritage consultant Order Requests for work activities (watching brief, salvage excavation).
Coordinates rotational schedules to ensure full time coverage at all work sites and salvage excavation locations.
Reviews and approves cultural heritage consultant invoices and timesheets.
Recommends when Chance Finds observations and reports require further investigation.
Participates in LESC meetings, audit visit information, data, and social performance presentation preparation.
Track corrective actions arising from LESC audit findings and observations towards timely closure.
