Requirements
Advanced Degree in Communications, Social Science or other relevant discipline required.
10 -15 years of professional experience conducting community relations or engagement within rural communities required.
Experience in conducting engagement activities with authorities including associated protocols, required.
Experience in and understanding of stakeholder engagement practices in project environment, preferred.
High level of interpersonal skills with a proven ability to develop and maintain good relations with a wide.range of stakeholders including a high level of discretion, diplomacy and ability to manage conflict and gain consensus, required.
High degree of organization and ability to organize team tasks and objectives required.
Proven ability to work independently, advance required tasks and meet deadlines required.
Excellent report writing and analytical skills required, proven attention to detail essential.
Proven computer skills, including MS Access, MS Excel required, experience using data management software preferred.
Fluency in English and Swahili (written and spoken) essential; other relevant local languages an advantage.
Activities
The Community Relations Coordinator is responsible for:
Developing a good understanding of the EACOP stakeholder engagement requirements covering all project activities as set out in the Stakeholder Engagement Plan and related documents.
Ensuring stakeholder engagement activities based on the Stakeholder Engagement Plan are compliant with IFC Performance Standard 1 requirements.
Developing a detailed understanding of all regional stakeholders, required engagement methods, required engagement frequencies and engagement topics.
Supporting the in-field coordination of engagement activities in a specified geographic area as defined in the stakeholder engagement plan, including supporting the engagement requirements for livelihoods restoration, additional residual RAP Planning and RAP Implementation activities.
Prioritizing engagement with vulnerable stakeholders who may have additional engagement needs and adapts engagement methods to ensure inclusion
Preparing for and supports the quarterly regional engagement with Regional and District governments facilitating the inclusion of relevant government and civil society stakeholders.
Where relevant, undertaking reinforced engagement (greater frequency and deeper into communities) with communities of vulnerable ethnic groups self-identifying as indigenous peoples.
Preparing for and supporting the quarterly engagement with the Traditional leaders of vulnerable ethnic groups self-identifying as indigenous peoples.
Coordinating with, and supporting where required, the Construction focused Community Relations Supervisors Contractors.
Receiving and recording grievances in Grievance Books and stakeholder engagement tool, liaising with
Grievance Administrator including undertaking investigation, updating complainants and closing out grievances.
Receiving and recording in the stakeholder engagement tool stakeholder concerns, perceptions, questions and tracking trends within geographic area.
Managing the registration of government officials requiring allowances according to compliance requirements including recording and tracking payment and reporting back on any delays.
Maintaining up to date engagement records and ensure all engagements are captured and stored in the project stakeholder engagement tool.
Communicating any stakeholder concerns or risks to the Stakeholder Engagement Coordinator and Social Lead and ensure the implementation of required mitigation actions.
Producing daily, stakeholder engagement reports and any others as required by Stakeholder Engagement Coordinator and Social Lead.
Participating in coordinating meetings with land and social team
